Meta keywords?

Must all the pages of a site need keywordss? If there is a page that does not have any words that is related to the subject of the site then? Like download of forms and then the names of these forms like structure form, company brochure and statement qulifications are words linked to the forms and that is all on the page. I wrote a description for this but keywords? what would be good keywords? I was thinking to skip the keywords for this page???????? What about a page (.htm) with only one big image onit or a couple of images on it? so no words? how does keywords and description work for this page? The name of the site is www.nfetech.com. Right now the keywords are all on one page and I am splitting them and uploading to the server. So ignore the keywords now but I need help correcting these keywords????
