War between France and the USA?

if that happen bush would be arrested but they wont keep him because the other political "figures" in the U.S. would make a deal of some sort with France and will "bail" him out. if France refuses maybe the United Nations will come in and handle the problem. but i don't really think they'll go to war because the president doesn't the have right to declare war, i think it's congress that has the right. u have to remember the presidents are more like puppets they don't run or control the country they're more like the biggest representatives of a country. with a some power... i guess.
